District Meeting Dates / Times

  • District Committee Meeting - Second Thursday of the month, at 6:00 p.m., at the Scout Service Center.  2405 Oliver Road in Monroe.

Pioneer District Composition

Pioneer District is composed of Ouachita, Morehouse, East Carroll, West Carroll, Richland, Franklin, Tensas and Madison Parishes. Scouting is coordinated at the district level by the Pioneer District Committee.

What is the District Committee?

According to the BSA publication entitled “The District:”

“The Committee coordinates all the functions of the District for the purposes of (a) organizing and supporting Quality Units, (b) carrying out the policies and objectives of the Council, and (c) extending the program to the greatest number of youth.”

The District Committee is led by the District Chair and assisted by the Vice Chair. The District Chair and Vice Chair lead the Committee, and are nominated and voted on by the District Nominating Committee based on standing in the community, outstanding character, and leadership ability. The Committee Chair also serves as a member of the Council Executive Board and is a liaison between the District and the Council.

The rest of the District Committee is made up of the District Commissioner, who leads the Commissioner Staff, Committee Chairs, who head the various subcommittees, and members at large, who staff the committees and/or are interested in helping the District Committee meet its goals. The District Commissioner, like the District Chair, is nominated and voted on by the District Nominating Committee. Committee members at large are elected annually at the District Annual Meeting.

The functions of the District fall into four main categories:

  • Membership - Strives for growth through the organization of new Scouting units and the recruiting of new members into existing units.
  • Finance - Sees that the District provides its share of funds to the total Council operating budget.
  • Program - Concentrates on helping Scouting units with camp promotion, special activities including community service, training for adult volunteers, and youth advancement and recognition.
  • Unit Service - Provides direct coaching and consultation to unit adult leaders to help ensure the success of every unit.

The Unit Service function is carried out by the District Commissioner and the Commissioner staff who interact directly with unit leaders to provide assistance as needed.

The Membership, Finance, and Program functions are carried out by subcommittees of the District Committee. The chairs of subcommittees are also members of the same subcommittees at the Council level. These subcommittees include (but are not limited to):

  • Membership Committee
  • Finance Committee
  • Program Committee
    • Camp Promotion and Outdoor Committee
    • Activities and Civic Service Committee
    • Training Committee
    • Advancement and Recognition Committee

The District Key 3, the District Chair, District Commissioner, and District Executive, meet at least monthly to coordinate their efforts. The District Commissioner Staff meet once per month to talk about ways to help the Scouting units in the District be successful. The District Committee also meets once a month to report on committee activity, plan for the future, and ensure the work of the District is being carried out in accordance with the aims and goals of the Boy Scouts of America.

The District Committee can only function if dedicated adult volunteers step forward to help. It is only through the talents of these volunteers that the youth are served. Please consider talking with someone on the District Committee about getting involved, and help fulfill the promise of Scouting to the youth in our community.
